JL, in partnership with Hunt Construction Company of El Paso, Texas, was selected by the government under the Military Family Housing Privatization Initiative in March 2001 to provide for the ownership, development and operation of 828 housing units on Elmendorf Air Force Base. The selection followed an extensive national procurement. The contract involved the design and construction of 426 new homes and the substantial renovation of 200 existing housing units. The JL Affiliate, Aurora Military Housing is also responsible for the project maintenance and operations over the course of the 50-year ground lease term. The Phase I Development was completed in August 2003.
Following the success in Phase I, which has been recognized as among the most successful privatization projects undertaken by the Air Force. Aurora embarked on Phase II which included the acquisition of approximately 985 housing units, construction of 760 new units, renovation of 308 units, relocation of 20 buildings, and demolition of 551 units. Work commenced in the fall of 2004 and successfully completed almost a year ahead of schedule.
